I had the same thought, but a lot of the time you may not be using the Nori in extreme weather. You wear a sleeveless vest in different situations than a full jacket.

Strap an extra 20lbs to my chest and I get hot fast. My summers on the west coast are in the 60s and winters are mild. I would melt in Phoenix.

A vest seems like a nice compromise, perhaps more in spring and autumn for most people, for keeping a baby warm while letting you go out with long or short sleeves.

Given that working you and your baby into the Baby Bjorn at least is a good 2-3 minute process, and then you add on the time to strap on another rig on top of that...maybe it's just cause I'm in Phoenix where layering only refers to sunscreen, but this just seems too cumbersome and time consuming when compared to just adding an additional jacket for parent and baby?

I just wear an oversized jacket that was a hand-me-down. I didn't realize I was saving $75 in the process.
